Over half the Members of Congress have signed the no-tax pledge for which there are no exceptions regardless of circumstances. (www.atr.org) These pledges prohibit compromise and prevent our government from functioning. The Members of Congress that signed a no-tax pledge violate the Code of Ethics for Government Service which states "Make no private promises of any kind binding upon the duties of office." See the House Ethics Manual at page 20 (www.ethics.house.gov) and the Senate Ethics Manual at page 436 (www.ethics.senate.gov). There should be no promises or pledges that usurp authority from the Oath of Office. The House Concurrent Resolution No. 175, July 11, 1958, 72 Stat. B12, provided for this Code of Ethics for all Government employees, including officeholders.
