Members of Congress who are found to be intentionally voting to harm or threatening to vote to harm to the United States of America should be charged with treason. It is that simple. When a congressman takes action that has zero benefit to the American people and will obviously cause harm to the nation, intentionally, in order to push legislation that will also harm the American people there is no other word for their actions. Simply voting them out of office isn't enough, they should be charged for the crimes they commit so their criminal record prevents them from continuing their political career.
