Take a look at the laws pertaining to metal detecting in federal and state parks. Like civil war battlefields and other areas that are maintained by the federal and state government but paid for by our tax dollars. I believe there should be a permit that is issued to hunt certain areas of federal and state land. If you were to issue a permit to hunt civil war battle fields then you could police who is supposed to be there and who is not. It would be great for the children to go out with their parents and metal detect areas like this to show them the history of the us through real time situations and be hands on. Charge a monthly or yearly amount for a permit like fishing or hunting that way you could police who has a permit and who doesn't. Keep a record of what all is found.
