There are two national databases that collect data which include homicides committed by law enforcement officers. The National Vital Statistics System aggregates data from locally filed death certificates but does not systematically document whether a law enforcement officer was involved. The FBI maintains the Uniform Crime Reporting Program which relies on the voluntary participation of state and local law enforcement agencies in submitting reports about crimes. In both cases killings by law enforcement are under-reported. By mandating all state and local law enforcement agencies to report such incidents, the appropriate parties can be held accountable; Police brutality can be more easily identified, investigated, and stopped.
