Minimize wealth redistribution in 3 ways.
1. Drug test any person who applies or receives welfare or SNAP. Eliminate benefits to those who test positive.
2. Eliminate the excess of tax credits that create refunds.
3. Eliminate capital gains tax and instead, tax all income at the same rate no matter it's source.
