Plan: The U.S. federal government should develop a formula that bases the minimum wage of employees on company metrics.

These metrics may include executive pay (total compensation), profit, stock, headcount, D/E, employees hired in the past year, etc., or can be based on GAAP, 10-Ks, annual reports, tax returns, etc.

The debate has typically been is to increase minimum wage or to limit executive pay. Many of these "solutions" could harm small businesses or executives will find loopholes (e.g. stock options increases in the 1990s and 2000s).

Businesses, small or large, have specific needs; there are no cookie cutter solutions and no 1 number. A formula that derives min. wage based on these factors would take into account various scenarios and not be a one-fit solution that fails.
