Dozens of additional law enforcement officers from six states were mobilized via false claims to North Dakota under the Emergency Management Assistance Compact (EMAC), a program designed to facilitate state-to-state disaster relief assistance. While this compact has been used in times of riot, its use in peaceful protests or non-violent direct actions is unprecedented.

Peaceful Native American men women and children seeking to protect their sacred burial sites and clean water are being terrorized by the deployment of extreme, lethal military equipment, the use of guns, tazers, tear gas, attack dogs, aggressive force and personnel from 6 states in a complete overkill response designed simply to intimidate....Please stop this misuse of our tax dollars to silence a legitimate grievance
