The lower House of Congress is composed of those titled "Representatives" for their particular districts within their home state. These districts were intended to be equal divisions of their home state (by population) with continuous and compact borders.
The districts they represent, however, have allegedly been manipulated by ruling Legislative parties of each state so as to 'maintain' congressional power through a practice known as gerrymandering, with districts crisscrossing between each other within even the same cities.
Encourage states to adopt non-partisan independent bodies to perform congressional and legislative redistricting duties (similar to Arizona's own recently-challenged Redistricting Committee).
