The Civilian Marksmanship Program, created by Congress in 1903, was intended to train the militia (abled bodied men) of our nation on modern military firearms. Originally, this is what it did; modern surplus military firearms were sold to private citizens (M1903, M1917, M1 Carbine, M1 Garand).
Since then the focus has shifted to training and educating youth; a noble goal. Title 36 U. S. Code, 0701-40733, enacted in 1996, created the CPRPFS, mandating instruction of US citizens in marksmanship, practice, and safety, and conduction of competitions.
The competitions and instruction are great, but the equipment is archaic; the most modern equipment offered is the M1, which ceased production over 50 years ago.
Modernize: offer surplus M14, M16, and M4 rifles to qualifying citizens.
