Modernize Fiber telecommunication regulation.

Poor regulations encourage low investment in network infrastructure. Localities often license telecommunication providers. These licenses often include a "Build out" clause, that requires the provider to have service available to the entire area with in a given time frame. While this may sound good, it essentially locks out small "hungry players" that don't have the funds to complete a build out. Eliminate this build out requirement for fiber installs to encourage small disruptive players. Additionally big players are often limited to a % of the total customer base by federal caps, this encourages the big player to cut cost and raise prices rather than get new customers. Eliminate the % cap but ban them from simply buying new customers by taking over other providers.
