We need to modernize the military by going to all electronic TO's to save on paper. Each year the military consumes tons of paper to print new and updates to TO's that could be done electronically. This would save money and cut done on the tons of paper that is used now. Also all out data TO's have to be destroyed which is done by burning which adds to the Green House Gasses. Electronic TO's would eliminate this problem.
