The Second Amendment of the U.S. Constitution is out of date. Here is the text as ratified by the States: "A well regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed." Does the "right of the people to keep and bear arms" apply to everybody, or only to members of a well regulated militia as the text implies? What does "well regulated" mean in this context? This petition calls upon the Office of the President to encourage Congressional action to address the issues covered by the Second Amendment and rewrite and re-ratify the resulting text for the modern nation. Ideally, the Second Amendment should be repealed and a new amendment adopted that is less ambiguous.
