At present many technology oriented companies hold numerous patents which they do not use in products or are mainly used to prevent other companies from providing innovating products to the consumers.
To curb this practice, I propose the following;
-when filing a patent the company/person must mention the intended uses of the technology
-use of the new tech outside of the owners intentions is free for everybody
-intended uses of the technology filed for but not attempting or inability to use the tech would expire the patent within 2yrs
-the duration of a patent's ownership will vary according to the pace of growth in the industry the patent is related to at the time of filing.
These measures are to increase opportunity for small firms, raise job availability and development.
