The 2000 Commodities Futures Trading Commission Streamlining act included language that rescinded the sound, effective antibucket shop law. The anti bucket shop law prevented the development of the naked Credit Default Swap. The naked CDSs have no place in a sound capitalist system or in real, markets.
Ban naked CDSs by executive order if possible.
