Create a new type of DEA license for adult pain patients. These people would have to first pass a class curriculum derived from medical school and pharmacy classes (2-3 each) on each of the drugs they are applying for. A yearly license fee would be charged to help cover overhead costs.
Patients would qualify through a doctors' diagnosis, thus ending the doctors' liability for the pain medications and the worry about their careers. Patients would be educated and in charge of their own care, the way it should be.
Penalties for diversion would be strict including loss of license for a minimum of five years, probationary period if reapplying, fines, etc.
This is not meant as a legalization of narcotics, just an educated way we all can enjoy life, liberty and the pursuit of happiness.
