modify family law and have child support payments based on demonstrated need of children Vs a % of salary

Currently child support payments are based on a %age of non custodial parents income regardless of the need of the children. I petition to have the payments based on the children's needs. This will allow non custodial parents to be more engaged and remove the financial incentive of fighting in courts for child custody due to child support payments
