modify the Federal Government TCF Intern Program

The Federal Government TCF internship is a vehicle for government workers to advance and is a positive learning experience. However it is limited to recent graduates. Just because a person didn't graduate within 2 years of the job announcement doesn't make a person who graduated, let's say 10 years ago less deserving or valuable than a person who just recently graduated. With the influx of these positions federal workers are demoralized because people just coming in through the TCF program can become 2-4 grades higher than them within 2 years. I feel it discriminates against people that haven't graduated recently and the program should be unconstitutional if not changed to include all federal employees.
