Modify the Gun-Free School Zones Act to prevent carriers of a concealed pistol license from open-carrying in such zones.

Currently the Gun-Free School Zones Act allows individuals to bring firearms into these zones if "the individual possessing the firearm is licensed to do so by the State in which the school zone is located or a political subdivision of the State..." States allow in certain circumstances, individuals with a concealed pistol license to open carry their holstered pistol in Gun-Free School Zones, even though these same States explicitly outlaw open carry permit holders to do the same for safety reasons. This law should be modified to either: 1) prevent the presence of all guns in Gun-Free School Zones used for any purpose other than law-enforcement, national defense, and legitimate educational purposes; or 2) Grant jurisdictions the legal authority to do enforce option #1 at the local level.
