Work with the Red Cross/Red Crescent at an international level to create a digitally encrypted transmitter that they could issue to recognized relief organizations that would identify an area (say a 1 mile radius) that would show up on military aircraft IFF equipment (issuing say a visual or audible alert) of the protected area to the aircrew.
