Modify Social Security Admin rules to allow new Social Security Numbers to be given when number theft is suspected

Given the recent OPM data breach and theft of nearly 21.7 million US citizens, including personal information and Social Security Numbers, the Social Security Administration rules should be changed to allow new numbers to be issued to anyone who has reasonable expectation that their number has been stolen. Current rules do not allow a number change until AFTER those who have had their numbers stolen can show repeated misuse by the thieves. That is placing 21.7 million Americans, 7% of our population, at risk of credit fraud and other personal information misuse from that one data breach alone! Also, a web site should be created by the SSA that would allow banks, city/state governments, and other institutions to enter a SSN to see whether it has been replaced for SSN theft reasons.
