Modify the UN resolution against Sri lankan structural genocide of tamil people.

Dear Sir,
The UN resolution passed against sri lanka's war crime conducted by Rajapakse in sri lanka at 2009 says that it is a war crime but it is not a war crime but a structural genocide which targets all the tamil people living there. There are so many evidences from channel 4 furnished in the UNHRC. But i don't know why UNHRC is not taking firm action against Rajapakse and his two brothers who are responsible for this act? It is clear in the rules of UN if the person responsible for the genocide doesn't cooperate with the UN decision in which case they can take the Responsibility to protect act and guard the people. The killings are still going on in sri lanka and i request you to take severe action against rajapakse and for the creation of a seperate country for the tamils there
