Modifying the age of consent in California from 16 to 13

The age of sexual consent in California is 16. I think that we should change it to 13. School districts may provide comprehensive, age-appropriate sex education from kindergarten through senior year. In grade seven, information must be provided, that is medically accurate on methods of preventing pregnancy and STIs. If you learn about sex in seventh grade, you are around the age of 13, and should be able to understand consent. I believe that if you can comprehend consent, you should be able give consent. In this modern age of 2014, kids know what sex and lowering the age of consent will affect the rape laws. If we modify it, victims of child sexual abuse will have a better standing in the legal system, because they can say if they gave consent or not.
