Monitor clean water projects to prevent corrupt uses

Clean water projects are provided globally through organizations and charities in hope for bettering health. However, water wells are often taken over by rebells or corrupt power groups and used to control the poor. To prevent this from happening there needs to be a trusted group of people, such as reputable NGO's or Water Committee members, to monitor projects. Because these sanitation projects are provided through American organizations with the intent of bringing clean, safe drinking water to improve the lives of people everywhere, it is America's responsibility to ensure they are not taken over and used to oppress people.
