My mom had stage 4 breast cancer and couldn't get a handicap placard during her chemotherapy and radiation. She was exhausted, she had to park far away at the hospital just to go to treatment. An a morbidly obese family friend with no health problems to cause the obesity gets a a placard and so does his wife who just moved here. My mom is better now but if you know someone whose gone through those treatments it is painful to watch them waking across a parking lot can exhaust them. They deserve a temporary placard during treatment. They will be closer to the hospital and when they spend time with their family they can be closer to the restaurant, mall, or wherever else and not waste their precious energy walking through a parking lot.
