In 1929 Congress passed the Reapportionment Act, limiting the size of the House to 435 members. Since that time the United States has nearly tripled in size , with no change in the size of the House. Currently, the smallest Congressional district, that of the Montana, has a pop. of ~580K, while those of California have an avg. pop. of ~717K. This violates the ideal of "One man, one vote". Thus, we petition Congress to repeal the Reapportionment Act and set the Congressional district size at 200K people each, with the pop. of each state rounded to the nearest number div. by 200K. At large seats will fill the disparity between the # of seats apportioned to the states and the # of seats the nat. pop/200K would entail (currently 21 at-large, total 1597).
