Move Active Military to Reserves; Require a Year of Domestic, Guard Service; Link Firearms to Completion of Service

1. All troops leave Afghan by 2014; US in $1 trillion deficit; active troops cost 3x more than reserves; no pending, national threat makes standing military needed; 3 months, & reserves are combat ready
'14-'18, US should transition active troops to reserves
2. Younger generation lacks disciplined work ethic, respect for service, & national identity
Starting '18, HS grads must enlist in Guard/civil services for yr., serving domestic projects; upon completion, can choose whether to continue
3. Gun violence is rising, esp. by deranged; Guard can filter out the unfit; are trained in responsible firearm usage; controlled by state populace (not Feds); only protection against Fed. abuse of authority.
Firearms should be available for access when yr. of domestic Guard service/training is completed
