Move the Christmas day observation to the 4th Thursday in December (for retail benefit).

The Christmas day observation federal holiday should be moved from December 25th to the 4th Thursday in December to allow retail to benefit from having a 3-day period in which to move their wares, much like the 3-day period after Thanksgiving. Not only would retail benefit, vacation planning would become much easier. This would not prevent anyone from celebrating the day on the 25th as their religion deems appropriate, just the federal holiday would alway be a Thursday.
