Information System Security Officers (Cyber Security professionals) in government are currently within the normal chain of command in any federal organization or agency. We believe this inhibits Cyber Security professionals from performing their regulatory and policy driven duties for fear that their immediate supervisor or someone higher in their chain of command will retaliate against them should they attempt to enforce regulations or policies that are inconvenient or that certain VIPs do not believe are worth their time and effort.
The Inspector Generals Office has a completely separate chain of command for that specific reason. If an IG complaint is filed, the person filing the claim is protected by law and reports outside of their normal chain of command to prevent retribution.
