Move the "Districting" of the Legislation of the House to the Judiciary as part of the Census via a population algorithm

It is completely inappropriate to have the Legislation handle its' own Districting for the House. I propose that when coupled with the Census and a population based algorithm it would remove the "Fixing" of Districts for any Political Party. This would need to be a Constitutional Amendment for the sake of all Americans. By moving the Census to the Judiciary it would make it a Non-Partisan issue also with the Census being every ten years it would update automatically as the new population charting is established. This would make it so that the Democrates, Repulcans, or heck the Modern Wigg Parties would never be able to manipulate the Districts for their own favor. By using simple math it would remove any chance of inappropriate behavior on the part of any Political Party forever.
