Move election day to a Saturday and fine anyone that doesn't vote!

In lieu of making Election Day a national holiday, our nation can encourage more voters by moving the date to a Saturday in November and enforcing an "Opt-Out" policy of all citizens. Every citizen should be automatically registered to vote on their 18th birthday; they would need to personally remove their names from the voter listing if they choose to note vote. In addition, anyone who has not done so- or does not face extenuating circumstances- is required to vote or face a small fine.
