Daylight Savings Time was extended a few years ago to end on the first Sunday in November. An unseen result of this action was that the sun is setting later on the Halloween holiday. This pushes back the celebration of the holiday to later in the evening since most celebrating takes place after dark.
As the likelihood of the holiday to fall during the work/school week, I think it would be better to have the time change take place before the holiday so celebrations can start earlier and if necessary end earlier. Also, as many haunted houses/trails are operated by charities and churches, this would effectively extend their hours of operation so they could raise more money for their purposes.
