Congress is no longer working for the people who voted them in office. Therefore, it is essential to circumvent the dysfunctional Congress in order to create jobs and raise taxes on the rich. No more waiting around for Congress to get back to work. They have never really worked and when they are working it's called a filibuster. There must be a way to move forward and get this country back on it's feet and help people that are hurting so bad.
