To Move Halloween to be the last Saturday in October

I would like to petition to have Halloween moved from October 31, every year, to the last Saturday in October, every year.

The pros:

1. Children not going to school the next day (if a school day) tired or not at all.
2. Sales will increase in department stores, due to the fact, more candy and Halloween related items will be purchased, knowing more trick'n'treaters will be out celebrating, due to no school the next day.
3. As a religious holiday, among the Pagan community, this allows it to be celebrated on the weekend (which is in some cases celebrated) without it being on a work day.

The cons:

1. It has been on October 31st forever, and will be hard to change
2. Some Pagans will object to moving this Sabbat, but most won't
