Move the observance of Halloween to the last Saturday of each October. This way, Halloween festivities won't take place late into the night on a school night. Kids are wild with excitement during class when Halloween falls on a school day. A Saturday observance would prevent that. It would also prevent exhausted kids coming to school on November 1st.
