move Halloween Trick or Treating from October 31 to September 30th every year henceforth.

I move to change the Halloween Trick or Treating holiday to September 30th. The holiday no longer stands for the completion of the harvest season, as it did when it was created. Therefore, the October 31 date is no longer necessary. Trick or treating can celebrate the beginning of the Fall season, instead of the end.
September would be warmer for the children, with less chance of rain. Several of the past Halloweens have been very cold and rainy, the the northern states. Moving the holiday will have no ill effect on the southern states. By moving the outdoor activity up a month, less children will miss school due to illness caused by walking for two hours in the cold rain. And their wonderful and expensive costumes will not need to be covered up with coats, hats and gloves.
