Amendment #28 All Federal elections shall be set by the following process. Each voter will be allowed to vote "yes" or "NO" to every candidate on the ballot. Any candidate receiving 66% "NO's" will be removed from the election and unable to be placed on the ballot for the same position for one full election cycle. If all candidates on the ballot receive greater than 66% "NO's" then another election will be called with none of the above candidates being eligible.
If there are candidates passing this initial election phase, then the top 2 candidates will go to a run off election. Votes shall be calculated as "yes"-"NO"=vote
