A move to the Popular Vote

Our democracy is at risk. The Electoral System has been manipulated by both parties in the process of redistricting to give them an edge in the House of Representatives. It is time to leave the antiquated Electoral System with it's flaws and move to a Parliamentary System. The Parliamentary System in the House would split each state by percentage. A simple example would be if a state that voted 60% Republican and 40% Democratic, 60% of that state's representatives would be Republican and 40% would be Democratic. By moving to a Parliamentary System instead of division by district would be more representative of the people and for the people. The people would be in charge of their state and not the Representatives who have in the past manipulated the system to suit their own needs.
