The Second Amendment simply guaranteed the right to bear arms to a well-regulated militia in the eighteenth century. The closest we come to that term is our present National Guard. Apart from that, the amendment does not promise that ordinary citizens can load up with war weaponry - military assault rifles, enormous magazines -- for the purpose of killing fellow citizens. Hand gun owners should be required to be fully investigated prior to licensing. Rifles should be used for hunting and target practice. No other guns are necessary. It's time to RESTORE the Second Amendment to its original intent.
