As United Nations functions include promoting: peace and security, development, human rights, humanitarian affairs and the rule of law what better place to put the UN HQTRS but in the Central African Republic, a poor, unstable country needing much assistance.
This plan boosts World Peace as the C.A.R. and surrounding regions are some of the poorest in the world and would gain much from proximity to the UN and afford the UN a perfect opportunity to prove their programs effective.
The magnanimous people of the USA would pledge 80 pct of the funds required to build a new HQTR building; and also pledge substantial operating funds every year the UN HQ remains in the C.A.R. However if the UN moves from the C.A.R. US contributions reduce to 1 pct of UN expenses yearly until the UN returns.
