Mr. President, revamp the nuclear control and command system such that:
-A nuclear first-strike requires a congressional declaration of war.
-The deployment of nuclear weapons requires a presidential order that is seconded by officials who cannot be appointed or discharged by the president, and that are outside of his/her command.
Mr. President, do not let someone that you deemed "unfit" and a "demagogue" have unchecked nuclear power at his fingertips.
