The administration has been collecting Americans' records under executive order 12333. Since this program was begun by executive order, Mr. President, you have the power to end it. The Fourth Amendment guarantees the right of the people to be secure in their persons, homes, papers, and effects, and this program is a direct violation of this very basic right to privacy.
