The president does not have the power under the Constitution to independently authorize a military attack in a situation that does not involve stopping an actual or imminent threat to our nation.It would be illegal for him to bring the United States into war without the approval of Congress because there is no imminent threat to our nation. Military intervention in Syria would be a violation of the War Powers Resolution.
