My Brother's Keeper gives ALL children a better chance

My oldest, the WHITE 21 year old who witnessed my baby's WHITE father - strangle/steal and injure his mother and infant brother; he NOW SERVES OUR COUNTRY. So while these programs have merit. Mr. President, how do I explain to my "high risk" but white 5 year old that he can't join your initiative or any others because even though he meets the criteria (poverty, abused, broken home, incarcerated parent), he is just not a "CHILD OF COLOR". How do I explain that his brother has offered his life for this country and His father was given a free education/medical/housing. I suppose I could tell him, that it's not because our leader's are bigots, it's because only 1/2 of all our white boys can't read.
