To name all mammalian sea life from whales to dolphins as protected and the harming of such animals to be piracy

With nearly all mammalian sea life listed as endangered or threatened, it is important for the US to step up and defend these important "keystone" species of the ocean's ecosystems. The US needs to stand up and against nations who freely continue to harbor vessels that kill these species and have little regard for the survivorship of the herds and of the species is general. Therefore, the US should declare any vessel to be partaking is such acts as pirate ships and that the people on board be declared as being pirates with the correct punishments and hostilities given by the US to other pirates. With the largest navy in the world and the largest influence, the US can single handedly save these species from being commercially killed.
