Leap Day is an extra day thrown into the calendar every four years to correct a tiny imperfection in our calendar year. Being that it's an "extra" day, it should be treated as such. We should be off work, to enjoy the day doing whatever. In fact, it shouldn't even have a day of the week assigned. For example, this year we would go Sunday, Leap Day (or Nil Day), Monday, etc...
