1. Amend the 2nd Amendment to the Bill of Rights to limit civilian gun ownership to a narrower selection of shot-guns, bolt action rifles, and handguns with less than 10 round capacity.

2. Create a buy-back program for banned weapons wherein the Federal Government would pay cash-value or provide a tax-credit for each banned weapon.

3. Ban the sale of ammo for all guns falling outside of paragraph 1 above.

4. Impose a sunset of 12 months after which possession or transfer of a banned weapon would be a Felony with a minimum fine of $5,000 per banned weapon, and forefeiture of all banned weapons and ammo.
