National Debt Reduction

1. Income Tax liabilities (not other taxes) that exceeds $25,000 a surtax for debt reduction shall be collected - 2% of liability.
2. Returns shall specifically provide a method of reporting and paying additional voluntary contributions to retire US Debt.
3. Such surtax & contributions shall be used to retire US debt as it matures in the current fiscal year unused funds shall be used for early redemption of highest cost debt.
4. None of the above funds shall be used for general operating revenue & the debt ceiling shall be reduced by 75% of such designated funds until the is less than 75% of the prior calendar (GDP).
5. When the Debt to GDP is at a ratio of 67% federal debt to prior years GDP the surtax shall not be imposed.
