Instead of having a National Do Not Call Registry which requires the consumer to do the work of not being bothered by telemarketers and charities, let's have a Registry that consumers can opt in to so that they will receive the calls. This "opt in" solution would give permission for callers to only call those registered. As the registry is set up now practically any business, scam artist or charity can get around the regulations and call.
