National electoral referendum on November 14,2014.

Submit to the Congress of the United States a bill calling for the placing of a National electoral Referendum on the ballot on November 4, 2014, by which any member State of the Union of the United States of America, which through the legislative action of its States elected representatives, then seeks to withdraw that State from the Federal Union of States, must first
A. Secure the consent of a voting majority of the population of the remaining 49 States, and
B.Submit to the Congress of the United States a plan for reimbursement to the Treasury of the United States a proportionate share, based on that States population, of the then present National Debt of the remaining 49 States.
