All persons wishing to acquire a firearm must apply to the Bureau of Alcohol, Tobacco, and Firearms for a Federal license to own, carry and use firearms. Granting of a license will require the applicant to satisfy ATF that he/she is competent to safely operate a specific type of firearm for its intended legal use, e.g., competitive sports, hunting of game animals, or protection for self & family. Applicants must also satisfy ATF that his/her mental health is such that granting the permit will pose no threat to society.
